PROBLEM TO BE SOLVED : To provide a piezoelectric ceramic composition having high piezoelectric characteristics even in low temperature firing and a multilayer piezoelectric element obtained by using the piezoelectric ceramic composition. SOLUTION : The piezoelectric ceramic composition contains as a main constituent compound oxide which is expressed by (Pba-bMeb) [(Zn1/3Nb2/3)xTiyZrz]O3 (wherein 0.96≤a≤1.03, 0≤b≤0.1, 0.05≤x≤0.15, 0.25≤y≤0.5, 0.35≤z≤0.6, and x+y+z=1, and Me represents at least one selected from among Sr, Ca and Ba) and contains ≤0.15 wt.% rare earth metal element expressed in terms of oxide (not inclusive of 0) and ≤0.35 wt.% Ag expressed in terms of Ag2O (not inclusive of 0) to the main constituent.
