PROBLEM TO BE SOLVED : To provide an optical amplifier capable of being used as a wideband light source or a wavelength conversion element by controlling the value of wavelength dispersion and positively utilizing the presence or absence of four-wave mixing. SOLUTION : The optical amplifier 1 comprising a stimulation light source 4, an optical multiplexer 5 and an optical waveguide 3, whose core part is doped with phosphor materials such as rare earth elements, and amplifying the optical signal that transmits through the optical waveguide 3 by the induced emission effect of the phosphor material generated by the stimulation light supplied to the optical waveguide 3 from the stimulation light source 4, wherein the sum of the slopes with respect to the wavelength of wavelength dispersion of the optical waveguide 3 having the amplification function when the optical signal passes the band of wavelength in use of the optical signal and of all the optical waveguides 6 for input/output to be connected to the optical waveguide 3 is a value equivalent to a flat or almost flat state.
