SOLUTION : A cathode activator particle contains lithium complex oxide, The lithium complex oxide is expressed by LixM1-yLyO2 (0.85≤x≤1.25, 0≤y≤0.50, M is at least one kind selected from a group composed of Ni and Co, L is at least one kind selected from a group composed of alkali earth element, transition metal element excluding Ni and Co, rare earth element, IIIb group element, and IVb group element).
