The present invention provides a composite oxide catalyst comprising a catalyst particle including Mo, V, a component X and a carrier containing silica, wherein the component X is at least one element selected from alkaline earth metal elements and rare earth elements, wherein the composite oxide catalyst is carried by the carrier, and wherein the component X is uniformly distributed in the catalyst particle.
