PROBLEM TO BE SOLVED : To provide an R-TM-B-based permanent magnet that is excellent in corrosion resistance by improving the adhesion reactivity of the rustproof coating film of the permanent magnet which is nonreactive to an anaerobic acryl-based adhesive. SOLUTION : This R-TM-B-based permanent magnet has a sintered magnet body containing R (composed at least of one kind selected from from the rare- earth elements including Y), TM (a transition element containing Fe as a main component), and boron (B) as a main component and a Cu layer formed on the surface of the sintered magnet body. The surface of the Cu layer is treated with a cyclic nitrogen compound containing two or more nitrogen atoms in its structure so that a chelate of Cu ions and the cyclic nitrogen compound may be formed.
