PROBLEM TO BE SOLVED : To provide a reinforcing structure which is proof against flowage (scouring) of an earth material. SOLUTION : The reinforcing structure 1 has an earth material layer 10 which is formed of a permeation-resistant earth material and laid on the ground surface 300A of a flood channel 300 on a river front side of a dam 100, and a plurality of water shielding sheets 20 for preventing the earth material of the earth material layer 10 from flowing by a stream current, and having at least lower ends thereof embedded in the earth material layer 10.
