PROBLEM TO BE SOLVED : To provide a rare-earth magnet having sufficient corrosion resistance, and to provide a manufacturing method thereof. SOLUTION : A method of manufacturing a rare-earth magnet of the preferred embodiment is a method of manufacturing a rare-earth magnet for thermally processing a magnet base body 3, containing a rare earth element to form a protective layer 5 on the surface of the magnet base body 3. This method includes a protective layer forming process of thermally processing the magnet base body 3 to form the protective layer 5, while adjusting any one of the following conditions of oxide gas partial pressure; a processing temperature and a processing time in an oxide atmosphere, containing the oxide gas so that the protective layer 5 has a first layer 5a covering the magnet base body and containing the rare-earth element and a second layer 5b covering the first layer 5a and containing less quantity of the rare earth element than that of the first layer 5a; and a resin layer forming process depositing resin on the surface of the protective layer 5, after the protective layer forming process to form a resin layer 7.
