The present invention relates to a safe ruler for paper cutting. The safe ruler has an advantage that a plastic ruler has as well as an advantage that a metal ruler has, thereby preventing graduations of a measurement portion to be polluted by ink or worn by a blade. In addition, in the case of cutting paper, a safe area is formed by a curved body, to prevent a user from cutting a hand, thereby enabling safe work.
