PROBLEM TO BE SOLVED : To provide a manufacturing method of a high activity anatase type titanium dioxide sol capable of enhancing the activity of the sol to visible light using metatitanic acid as a precursor. SOLUTION : In manufacturing a transition metal or a rare earth doped sol, with process (1) in which a sulfate ion is removed by adding an alkali and washing, dispersion process (2) in which an acid is added and a filter cake is dispersed to obtain a uniform suspension liquid, and process (3) in which the suspension liquid obtained in the dispersion process is peptized, in this order, in this method, first, a certain quantity of the solution of the transition metal salt or the rare earth salt is prepared then added to the suspension liquid of metatitanic acid which has not been washed with an alkali, and filtered and washed until the sulfate ion disappears. When a sol doped with a precious metal is manufactured, a solution of the precious metal salt is put in the prepared pure sol, then stirred for 0.5-10 hours while irradiating an ultraviolet ray.
