PROBLEM TO BE SOLVED : To provide a radiation-shielding sheet having no environmental problems, with superior cost benefit and small thickness, exhibiting high radiation shielding capability, and to provide an X-ray apparatus. SOLUTION : The radiation-shielding sheet made of shielding material powder of a rare earth oxide has 5-20 weight % of an organic polymer material with 10-30% of percentage for void in the shielding sheet. The shielding material powder of the rare earth oxide has preferably average particle size of 1-20 μm and is preferably cerium oxide powder.
