PROBLEM TO BE SOLVED : To provide a vegetation mat for greening a rooftop or the like preventing seeds from scatter and dehydration to promote germination of the seeds so as to enable quick greening of a rooftop or the like, and to provide artificial ground for greening a rooftop or the like using the mat. SOLUTION : The vegetation mat for greening a rooftop or the like comprises a vegetation layer at the upper surface of which a plurality of recessed portions respectively receiving clods of earth containing seeds are formed, wherein the vegetation layer comprises a mixture of fibrous material or the like and soil. The artificial ground for greening a rooftop or the like comprises a water tank having a water-supply port and a drain port, a water-permeable material layer at least the bottom part of which is in the water tank, and a vegetation layer placed on the water-permeable material layer and having a plurality of recessed portions respectively receiving clods containing seeds at its upper surface, wherein the vegetation layer comprises a mixture of fibrous material or the like and soil.
