PROBLEM TO BE SOLVED : To provide a catalyst for producing hydrogen capable of obtaining hydrogen as fuel for a low-cost fuel cell at high efficiency. SOLUTION : The catalyst for producing hydrogen is composed of : carrier obtained by calcining a rare earth phosphate; and active metal consisting of one kind or a mixture of Ru, Rh, Pd, Ir and Pt as noble metal, and Ni and Co as base metal.
