PROBLEM TO BE SOLVED : To enhance low temperature discharge characteristics and high rate discharge characteristics in a nickel hydrogen storage battery whose capacity is increased by using rare earth metal-Mg-nickel system hydrogen storage alloy in a negative electrode, and enhance the discharge capacity in the initial stage in cycle and keep the cycle life. SOLUTION : Hydrogen storage alloy represented by general formula Ln1-xMgxNiy-a-bAlaMb and M contains Cu is used in the negative electrode. In the formula, Ln is at least one kind of element selected from rare earth elements containing Zr, Ti, and Y, M is at least one kind of element selected from a group comprising V, Nb, Ta, Cr, Mo, Mn, Fe Co, Ga, Zn, Sn In, Cu, Si, P, and B, and the conditions of 0.05≤x≤0.30, 0.05≤a≤0.25, 0
