PROBLEM TO BE SOLVED : To provide a p-type and n-type thermoelectric conversion-layered cobalt oxide having high thermoelectromotive force and electrical conductivity, as well as being stable at high temperature and to provide a method for synthesizing it. SOLUTION : This thermoelectric transformation layer-state cobalt oxide is expressed by Formula : [A2O2-ω]qCoO2-ε. In this case, 0.43≤q≤0.57, and A is one or two from among the types of alkaline earth elements (Ca, Sr, Ba) and from among rare earth elements (Y, La, Ce, Pr, Nd, Sm, Eu, Gd, Tb, Dy, Ho, Er, Tm, Yb, Lu).
