PURPOSE : A protecting layer, a method for manufacturing the same, and a plasma display device including the same are provided to obtain a sputtering-resistant characteristic and shorten a discharge delay time by using a magnesium oxide layer including a rear earth element and Cr. CONSTITUTION : A protecting layer(216) is formed with a magnesium oxide including one or more Cr selected from a group including a rare earth element. The rare earth element of the protecting layer is 5.0×10^-5 to 6.0×10^-4 weight percent when the magnesium oxide is 1 weight percent. The rare earth element is formed with Sc. The Cr of the protecting layer is 5.0×10^-5 to 6.0×10^-4 weight percent when the magnesium oxide is 1 weight percent. © KIPO 2006
