PROBLEM TO BE SOLVED : To provide a heat-resistant antifouling substrate on which an organic fluorine compound is formed, which is excellent in heat resistance and wear resistance, has water-repellency and oil-repellency, and is easily manufacturable, and a heating cooker using this. SOLUTION : The heat-resistant antifouling substrate 1 is composed of a heat-resistant substrate 3 on which siliceous oxide 2 is present and an antifouling thin film 4 of an organic fluorine compound which is formed on the surface of the siliceous oxide 2 and has at least a siloxane bond. The material of the siliceous oxide 2 has an elemental composition consisting of silicon of 50-100 wt.% and the total alkalis comprising an alkali metal and an alkaline-earth metal of <30 wt.%. Therefore, the heat-resistant antifouling substrate excellent in heat resistance and wear resistance having water repellency and oil repellency is obtained by a simple manufacturing method.
