PROBLEM TO BE SOLVED : To provide a method for improving soil comprising supplying magnetically activated makeup water and magnetically activating water in the soil to promote active activity of microbes, and stabilizing earth voltage following increase in earth current in the soil via conductive wire put under the ground near the root parts of plants : and to provide a device for improving soil. SOLUTION : The method for improving soil comprises the following : putting a conductive wire C under the ground near the root parts of a plurality of forested plants planted in the soil; and winding a coil 3 around a laid pipe 2 through which the makeup water passes to the plants; and outputting an alternating electromagnetic current accompanied by polarization to the conductive wire C and the coil 3.
