PROBLEM TO BE SOLVED : To solve the following problems; in the conventional underground treatment system, the installation depth of a tank system becomes deep for keeping water temperature to increase the distance between inspection holes positioned aboveground and below ground in a double structure inspection hole, which obstructs the control operation of the system, and approaching the system in the underground installed state is difficult during cold wind and snow cover period, and the maintenance of water temperature is difficult because cold outside air flows into the tank when opening the inspection holes for operation control during the inspection operation.
SOLUTION : In a treatment tank, the surface of treated waste water in a treatment device for parlor waste water in which detergent waste water discharged from a farming dairy and its incidental facilities, and animal waste are mixed faces the surface of earth in a cold district. A heat insulating material for an underground part is installed on the underground wall outer periphery of a frame of the treatment tank for preventing the decrease of the water temperature in the treatment tank due to the decrease of earth temperature. An inner insulating chamber that covers the upper surface of the treatment tank is installed, and an external shed that covers the outer periphery of the insulating chamber is installed.
