PROBLEM TO BE SOLVED : To provide a method for producing a waste gypsum composition with which the waste gypsum composition for a soil material effective for inhibition of weed growth or the like, or for an earth paving material can be efficiently produced by using waste gypsum material as an industrial waste. SOLUTION : This method for producing the waste gypsum composition comprises a step of classifying waste gypsum, a step of heating a soil material, a step of charging the waste gypsum after classification into the heated soil material and stirring to convert into gypsum semihydrate, and a step of adding a solidifier to the soil material containing the gypsum semihydrate and mixing. Production efficiency is enhanced because the reaction to produce the gypsum semihydrate from gypsum dihydrate is promoted by the heated soil material, and at the same time, the gypsum semihydrate is dispersed in the soil material.
