PROBLEM TO BE SOLVED : To provide an anti-reductive dielectric porcelain composition which is high in dielectric constant, satisfies 8R characteristic, and is improved in IR temperature dependency. SOLUTION : To the dielectric porcelain composition which contains a first minor component containing 0.1-6 mole of a rare earth oxide, a second minor component containing 1-5 mole of an Mg oxide, and a third minor component containing 0.1-2.5 mole of an Mn oxide, to 100 mole of a main component containing dielectric oxides expressed by the composition formula : {(Me1-xCax)O}m-(Zr1-yTiy)O2, where Me showing the name of element in the composition formula is at least one of Sr, Mg, and Ba, and symbols m, x, and y showing the composition mole ratios in the composition formula are in relations of 0.995≤m≤1.020, 0
