PROBLEM TO BE SOLVED : To produce a composite oxide catalyst having high selectivity with respect to a target substance and used for producing an unsaturated acid or unsaturated nitrile. SOLUTION : This composite oxide catalyst is constituted by supporting at least Mo, V and a component X (X being at least one kind of element selected from alkaline earth metal elements and rare earth elements) on a silica-containing carrier and characterized in that the component X is uniformly distributed in catalyst particles.
