PROBLEM TO BE SOLVED : To produce a composite oxide catalyst having high selectivity with respect to a target substance and used for producing an unsaturated acid or unsaturated nitrile. SOLUTION : This composite oxide catalyst is constituted by supporting at least Mo, V and a component X (X being at least one kind of element selected from alkaline earth metal elements and rare earth elements) on a silica-containing carrier and characterized in that the component X is uniformly distributed in catalyst particles. A degree of the distribution uniformity of the component X in the composite oxide catalyst is set so that the dispersion value Dx of a signal intensity ratio of the component X to Si when the cross section of the particles of the composite oxide catalyst is compositionally analyzed is within a range of 0
