PROBLEM TO BE SOLVED : To provide a stimulable phosphor composed of an alkaline earth metal fluoride halide activated with a rare earth metal and having excellent luminance and aging stability of luminance and provide a radiation image conversion panel. SOLUTION : The stimulable phosphor contains a stimulable phosphor composed of an alkaline earth metal fluoride halide activated with a rare earth metal and expressed by general formula (1) : Ba1-xM2xFBryI1-y : aM1, bLn, cO as a matrix and has a barium salt different from the matrix and distributed on the surface of the phosphor particle. In the formula, M1 is one or more elements selected from Li, Na, K, Rb and Cs; M2 is one or more elements selected from Be, Mg, Sr and Ca; and Ln is one or more elements selected from rare earth elements such as Ce, Pr and Eu; 0≤x, y≤0.3, 0≤a≤0.05, 0
