PROBLEM TO BE SOLVED : To provide a corrosion-resistant rare earth-based permanent magnet for securing excellent adhesion reliability by suppressing the occurrence of pitting in Al covering and improving the corrosion resistance, and to provide a method for manufacturing the corrosion-resistant rare earth-based permanent magnet. SOLUTION : In the corrosion-resistant rare earth-based permanent magnet, the Al covering is formed on the surface of the magnet, the surface is subjected to substitution treatment by Zn and/or Sn, and inorganic covering that is slightly soluble to water or is insoluble to water containing at least one type of metal phosphate selected from Mg, Ca, Ba, Sr as the components is formed. In the manufacturing method, the Al covering is formed on the surface of the magnet, the surface is subjected to substitution treatment by Zn and/or Sn, and the inorganic covering that is slightly soluble to water or is insoluble to water containing at least one type of metal phosphate selected from Mg, Ca, Ba, Sr as components is formed.
