A phosphorescent neon tube using electroluminescent fibers which are sufficient in performances such as strength, mounting property, water resistance, light quantity, can be elongated by connecting a plurality of fibers, can be used continuously outdoors, and can ensure a constant light emission even at power outage and emergency, the tube comprising electroluminescent fibers disposed outside insulated wires formed by coating a plurality of AC-power-supplying conductors with first phosphorescent substances in layers, and a second phosphorescent layer that coats the above fibers, characterized in that the first and second phosphorescent substances contain alkaline earth aluminate and rare-earth elements as an activating agent.
