PROBLEM TO BE SOLVED : To provide a rare earth element phosphate salt emitting blue and yellowish orange colors which are combined to give an almost white color when exited with rays in the vacuum ultraviolet region, and its manufacturing method. SOLUTION : The rare earth element phosphate salt is represented by compositional formula (1) : (R1-xDyx)2O3-yP2O5 (wherein R is at least one element selected from the group consisting of Y, La, Gd and Lu; and x and y satisfy expressions 0.0001≤x≤0.1 and 0.8≤y≤1.25, respectively).
