An optical functional laminate having excellent various optical functions, especially light emitting intensity and light emitting efficiency, and furthermore, fluorescent lifetime and optical amplification. The optical functional laminate is composed of a transparent base material (L0), an optical functional layer (L1), which is composed of a polymer (A) containing fluorine and a rare earth metal compound (B) and is formed on the base material (L0), and a low refraction factor layer (L2) formed on the layer (L1). The optical function laminate satisfies an inequality of n(L0) ≥n(L1)>n(L2), where, refraction factors of each layer are n(L0), n(L1) and n(L2).
