There is provided : a ferritic stainless steel having both electrical conductivity in the oxide film thereof and creep resistance strength, in a long-time high temperature oxidative environment; and a ferritic stainless steel sheet having both creep resistance strength and formability, in the same environment; wherein both of the steel and the steel sheet are provided without relying on addition of rare earth elements and alloy elements. There is provided a ferritic stainless steel containing C : 0.03% or less, Si : 1% or less, Mn : 1% or less, P : 0.045% or less, S : 0.003% or less, Cr : 20 to 25%, Mo : 0.3 to 2%, N : 0.04% or less, Al : 0.5% or less, V : 0.2% or less, Nb : 0.001 to 0.5%, and/or Ti : 0.001 to 0.5%, on a mass% basis, the balance including Fe and unavoidable impurities.
