PROBLEM TO BE SOLVED : To expensively and reliably clean ground polluted with a heavy metal, an organic solvent and environmental hormones, and the like, by solving such a problem that, although laws regarding the soil pollution of ground are enforced recently and it is legislated to trace the background of past ground and saddle a polluting person with responsibility as for the polluted ground, it is difficult to cope with the pollution accumulated over many years in chemical plants, fine industrial plants or else in spite of their severe management because of using large quantities of chemicals such as organic solvents, heavy metals, rare metals and compounds thereof used. SOLUTION : The subject apparatus can generate a magnetic field by subjecting a material which is magnetized by an electromagnet (coil type), permanent magnet, and the like, to rotational and reciprocating motion and can generate a voltage by using a specified magnetic force or more. The action is markedly enhanced by arranging a magnet proximately to the rotating/reciprocating magnet and actuating the same. Therein, the action is inversely proportional to a distance with which the magnet is proximately actuated and the magnetic force is increased by four times when the distance becomes half.
