Disclosed is a catalyst wherein one or more kinds of catalyst metal particles are supported by a porous carrier composed of one or more kinds of metal oxides. The catalyst is characterized in that the porous carrier is composed of an oxide containing a rare earth oxide, and the catalyst metal particles are composed of one or more kinds of transition metals or transition metal oxides having 10-50, 000 atoms. Namely, clustered catalyst particles are supported by a specific carrier. This catalyst maintains the preferable activity by changing the conformation of the catalyst particles according to the atmosphere.
