PROBLEM TO BE SOLVED : To provide an optical amplifier having a high amplification factor. SOLUTION : The optical amplifier has an optical waveguide 1 made up from a core 11 and a clad 12, and a substrate 2 made of silicon. If an input signal and excitation light are multiplexed, and incident as input light 3, the input signal light is amplified, and emitted as amplified light 4. The principal constituent of the core 11 is germanium oxide, and rare-earth elements such as erbium, ytterium, thulium, etc., are doped to the core 11. The fact that the principal ingredient is not silicon oxide, but germanium oxide differs substantially from the prior art.
