PROBLEM TO BE SOLVED : To provide a miniaturized optical amplifier which is manufactured by using a photonic crystal. SOLUTION : The optical amplifier is formed by using a photonic crystal which is formed by arranging a plurality of substances of different dielectric constants periodically. The photonic crystal comprises a rare earth element and/or a transition metallic element as a light emission center. It is manufactured so that the light emission energy (light emission level of introduction ion) Ωion of light emission and the band end energy Ωo of the photonic crystal are almost equal. Preferably, the relation between the light emission energy of the light emission center and the band end energy of the photonic crystal satisfies 0.95 Ωo≤Ωion≤Ωo.
