PURPOSE : Provided is a process for producing an extracting resin for extracting and separating a rare earth element, which can make a separating and refining process simple, regenerate semipermanently, and easily separate the rare earth element in high purity. CONSTITUTION : The process comprises the steps of : preparing a copolymer by injecting an initiator into a mixture of distilled water, styrene, and divinyl benzene; adding a rare earth element extracting agent, a dispersant, a stabilizer, a pore forming agent to the copolymer preparing step; stirring at 70-90deg.C and 400-2000rpm and then post-treating, wherein the post-treating comprises the steps of : reacting at 70-90deg.C for 12-24 hours and then cooling slowly and filtering the extracting resin; cleaning for 10-60 min. with an alcohol and drying. The initiator is selected from a benzoyl peroxide or azobis isobutyronitrile and the extracting agent is bisdiethyl hexyl phosphinic acid.
