PROBLEM TO BE SOLVED : To provide a positive electrode active material excellent in high-temperature swelling property and its manufacturing method. SOLUTION : The method manufactures an acid coating liquid of 0.01 to 3 pH by adding a first compound containing an element capable of forming a double bond with oxygen in a lithium metal oxide and a second compound containing at least one element selected from a group composed of an alkali metal, an alkaline-earth metal, an element of group 13, an element of group 14, a transition metal and a rear earth element. The method forms a surface treatment layer including a compound represented by the following chemical formula : MXOk by adding a lithium containing compound to the containing liquid and performing heat-treatment of the coated compound, wherein M is at least one element selected from the group composed of the alkali metal, alkaline-earth metal, elements of group 13, elements of group 14, transition metals and rear earth elements, X is the element capable of forming the double bond with the oxygen and k is an integer number of 2-4.
