PROBLEM TO BE SOLVED : To provide a phosphor thin film having excellent color purity, and to manufacture the phosphor thin film having excellent color purity with high productivity. SOLUTION : This inorganic EL element has the phosphor thin film. The phosphor thin film contains a rare-earth metal and a multiple sulfide of group II and group III metals. The composition ratio of the group III metal to the group II metal is 5-25, and the stoichiometric ratio of the group III metal is 10-60%. Since the phosphor thin film having excellent color purity can be provided, an inorganic EL panel suitable for multiple coloration can be provided by using the phosphor thin film for a luminescent layer 4.
