PROBLEM TO BE SOLVED : To provide an alkaline earth aluminate phosphor exhibiting a high light emission luminance under the irradiation with long-wavelength ultraviolet rays with wavelengths of 330-390 nm; and a light emitter with a high luminance and using the phosphor as a wavelength conversion material in a light-emitting part.SOLUTION : The alkaline earth aluminate phosphor has a composition represented by the composition formula : a(P1-xEux)O-(Q1-yMny)O-bAl2O3 (wherein P is at least one kind of alkaline earth metal element selected from Ba, Sr, and Ca; Q is at least one kind of divalent metal element selected from Mg and Zn; 0.8≤a≤1.2; 4.0≤b≤6.0; 0.10≤x≤0.35; and 0.15≤y≤0.50). The light emitter is at least equipped with a light source for emitting long-wavelength ultraviolet rays in a wavelength range of 330-390 nm and a light-emitting plane composed of a fluorescent film containing the alkaline earth aluminate phosphor.
