PROBLEM TO BE SOLVED : To provide a dielectric porcelain composition having sufficient insulation resistance even when baked in a neutral or reducing atmosphere, capable of suppressing an IR (initial insulation resistance) fraction defective even when a ceramic capacitor is thin-layered or multi-layered, and also having a high dielectric constant. SOLUTION : The dielectric porcelain composition comprises a main component expressed by the compositional formula of {{Ba(1-x)Cax}O}A{Ti(1-y)Zry}BO2, and as sub-components, an oxide of Mn, an oxide of Si, an oxide of at least one kind selected from V and W and oxides of two kinds of rare earth elements, in which the total of the oxides of the two kinds of rare earth elements is 0.2 to 1.2 mol to 100 mol of the main component. A, B, x and y satisfy 0.995≤A/B≤1.020, 0≤x≤0.25, and 0.1≤y≤0.3 in the compositional formula.
