PROBLEM TO BE SOLVED : To provide a method for precedent use of a covered waste disposal site which can smoothly promote the selection of a location position and the agreement of residents, improve the image of a conventional disposal site, and inexpensively secure the merit of a location area. SOLUTION : The covered waste disposal site is divided into a larger disposal site 1 and a smaller disposal site 2, and the divided disposal sites 1 and 2 are constructed. Reclamation is done from the larger disposal site 1. The smaller disposal site 2 is filled with earth and sand containing surplus soil 3 produced when the disposal sites are constructed. The surface of the filled smaller disposal site 2 is made to be able to be used as an indoor facility from the beginning of the construction.
