PROBLEM TO BE SOLVED : To provide a functional coating composition for activating and ionizing oxygen and moisture in air in an internal combustion engine and to provide a method for improving the combustibility so as to improve and upgrade the combustibility of the internal combustion engine. SOLUTION : The functional coating composition comprising mixed fine power of tourmaline with zirconium dioxide raw material ore sand containing a trace amount of a natural radioactive element and lanthanoid rare earth element and a photocatalyst active titanium dioxide and a binder for coating is used to form a coating layer on the inner wall of an air suction passage of the internal combustion engine and/or the inner wall of an air cleaner.
