PROBLEM TO BE SOLVED : To provide a pretreatment-apparatus and -method for such a pretreatment as to make it possible to transform into oil the waste plastics which have been laid under the ground and are dug up out of the soil. SOLUTION : The pretreatment method uses the pretreatment apparatus (100) comprising an earth and sand removing means (110) of removing the earth and sand attached to waste plastics dug up out of the soil, a metal-scrap removing means (120, 130) of removing the metal scraps contained in the waste plastics, a crushing means (140) of crushing the waste plastics, a plastics separating means (150) of separating chlorine-containing plastics from the waste plastics, and a drying means (160) of drying the waste plastics.
