PROBLEM TO BE SOLVED : To provide a hydrogen production catalyst that has excellent steam modifying activity and dry modifying activity even in the presence of hydrogen sulfide, and has a reduced content of rare earth, and a hydrogen production method using the catalyst.
SOLUTION : A hydrogen production catalyst contains cerium oxide and magnesium oxide, where the molar ratio (CeO2/MgO) in terms of cerium and magnesium oxide is 1/99-80/20, and the nickel oxide content is less than 0.4% in a mass ratio to the whole catalyst.
