Disclosed are an anti-corrosion varnish composition and a forming method for an anti-corrosion coating layer using the same. According to one embodiment of the present invention, the anti-corrosion varnish composition comprises : 30 to 60 wt% of a soluble silicate polymer prepared by polymerizing at least one of sodium silicate, potassium silicate, lithium silicate and colloidal silica; more than 0 to 5 wt% of alcohol; 5 to 35 wt% of a metal mixture comprising aluminum, zinc and germanium oxide; 5 to 25 wt% of silane condensate; 0.1-10 wt% of rare earth oxide; and the remainder consisting of water.
