The present invention provides a 16-step purification technique. More specifically, the present invention provides a device using the purification technique, which comprises : step 1 for removing suspended matters by using palm tree charcoal extracted from palm trees; step 2 and step 3 for removing suspended matters for a second time by using coconut charcoal extracted from coconuts; step 4, step 5, and step 6 for removing odors by using rare earth minerals disclosed in prior art Patent No. 10-1288444; step 7, step 8, step 9, and step 10 for removing odors and stench by using minerals disclosed in prior art Patent No. 10-1445689 mixed with anionic far-infrared balls; and step 11, step 12, step 13, step 14, step 15, and step 16 for removing heavy metals, cloudiness, and residual rust. The device of the present invention is a rotary type which can be used even in a place having a low water pressure by adding a water pressure control device (13), and since the device uses stainless steel instead of conventional plastics, a replacement operation can be performed by dividing the 16 steps into four parts. Additionally, the replaced stainless steel filter can be recycled, thus preventing the release of environmental hormones.
