PROBLEM TO BE SOLVED : To improve durability and oxygen permeation performance of an oxygen permeable membrane.SOLUTION : The oxygen permeable membrane is provided which uses oxygen partial pressure difference as a driving force to permeate oxygen from a high oxygen partial pressure side to a low oxygen partial pressure side. The oxygen permeable membrane comprises a first layer formed from a mixture of stabilized zirconia as an oxygen ion conductor and an electron conductor, a second layer which is formed from a mixture of a cerium oxide having an oxygen ion conductivity, with solid solution of a rare earth element and an electron conductor and is laminated on one-side surface of the first layer and a catalyst layer which is provided on the surface different from the surface where the first layer is formed, of the second layer and contains at least one kind compound selected from compounds represented by following compositional formula : LaSrFeCoO(0
