The present invention relates to an alkali water producing device installed in a previous step of a discharging port of a water supply pipe to discharge water after increasing a pH value thereof to 0.2-0.5 to be alkalized compared to water fed to a pipe material. A method for treating water to discharge water after increasing an alkalization degree thereof in a previous step of a discharging port of a water supply pipe according to the present invention comprises the steps of : installing a cartridge having a structure having an entrance unit, a filter unit, a contact unit, and a discharge unit in a pipe material to ensure a structure in which water fed to the entrance unit of the cartridge is discharged to a cartridge discharging port after coming in contact with a ceramic ball layer through the filter unit of the cartridge and to increase activation of water; installing a fine spray plate having a slope spraying function in the cartridge discharging port side with a flow rate adjusting structure when discharge is performed through the cartridge having the structure, and inducing a channeling flow to an inner wall part of the pipe material; and installing a permanent magnet selected from a ferrite magnet, an alnico magnet, a rare earth magnet, a plastic magnet, a rubber magnet, and a neodymium magnet on an outer wall of the pipe material when water emitted from the fine spray plate flows on the inner wall of the pipe material to induce magnetization.
