The present invention relates to a method for manufacturing a functional textile having two-way elasticity and a sense of coolness. According to the present invention, a fabric is woven by double weaving of a weft thread, which is obtained as a result of braiding of a non-sizing yarn (NSY) and a rayon yarn without the use of a spandex yarn, and a warp thread formed from an interlace yarn (ITY) for the elasticity to be given in two ways. For a sense of coolness, softness, and delicateness to be given to the surface of the textile, the rayon yarn and the non-sizing yarn (NSY) having the elasticity are braided. Advantages of the non-sizing yarn (NSY) and the rayon yarn are realized at the same time in the braiding process described above. For yarn cracking prevention, the weft thread is prepared through a twisting process which performs twisting operation by a twisting machine. The warp thread is prepared from the interlace yarn (ITY) in the twisting process led by the twisting machine.
