PROBLEM TO BE SOLVED : To provide an oil-in-water type emulsion composition having emulsion stability, moistness, use feeling without squeaky feeling or sticky feeling, and low skin irritation.SOLUTION : An oil-in-water type emulsion composition comprises a polymersome particle having an alkylene oxide derivative represented by the general formula (1) or a specific formula as a membrane component, an oily component as an internal phase and an aqueous component as an external phase. (In the formula, AO is an oxyalkylene group having a carbon number of 3 to 4, EO is an oxyethylene group, and the addition form of these is block. m is an average addition molar number of the oxyalkylene group and l and n are average addition molar numbers of the oxyethylene group where 1≤m≤70 and 1≤l+n≤70.
