Disclosed is a manufacturing method of an environmental treatment agent. The present invention relates to a manufacturing method of an environmental treatment agent comprising rare earth resources as main components by having waste materials containing rare earth resources as raw materials. The manufacturing method comprises : a leaching process to extract an leachate solution containing rare earth elements by adding a leaching agent to waste materials containing rare earth resources; a neutralization process to control the atmosphere of the leachate solution to decompose fluorine components by injecting a neutralizing agent to the leachate solution; and a fluorine removal process to decompose fluorine components by injecting a reducing agent after controlling the atmosphere of the leachate solution in the neutralization process or without performing the neutralization process of controlling the atmosphere of the leachate solution, so as to induce the decomposed fluorine components to be precipitated by the extracted rare earth elements. |
