PROBLEM TO BE SOLVED : To provide a method for insolubilization of a heavy metal which can sufficiently suppress elution of a heavy metal in coal ash and can satisfy wide environment standard, and a method for manufacturing a construction material with use of such a coal ash.
SOLUTION : A method for insolubilization of a heavy metal in coal ash characterized in that a ferrous sulfate and a blast furnace cement B kind are added to coal ash, water of a quantity suitable for slurrying is further added to the coal ash and mixing thereof is performed.
