The present invention relates to a composition for skin external application having anti-inflammatory, skin-astriction, and anti-aging effects containing Artemisia annua L. plant cell culture extract, and a method for preparing the same and, more specifically, to a composition for skin external application having anti-inflammatory, skin-astriction, and anti-aging effects containing a plant cell culture or an adventitious root culture, derived from Artemisia annua L. plant body which is one of rare plant species, or an extract thereof, and to a method for preparing the same.
