PROBLEM TO BE SOLVED : To provide : an R-T-B-based permanent magnet having sufficiently high coersive force by using an inexpensive and abundant material, without using heavy rare earth, by forming a grain boundary phase containing a large amount of Ce; and a motor including the R-T-B-based permanent magnet.
SOLUTION : A permanent magnet includes : a main phase consisting of an R2T14B structure (where, R is at least one kind of La, Ce, Pr, Nd, Sm, Eu, and Gd, and T is one kind or more of transition metal, where Fe or Fe and Co are essential); and a grain boundary phase consisting of CexM1-x(where, M is an element of at least one kind selected from Mg, Al, Si, Ti, Cr, Mn, Fe, Co, Ni, Cu, Zn, Ga, Y, Zr, Nb, Mo, Ag, In, Sn, La, Pr, Nd, Sm, Eu, Gd, Hf, Ta, W, and Bi, and x is 0.20≤x≤0.55), and the cross-sectional area ratio Atre of the grain boundary phase to the all magnet composition texture is 0.03
